Arab States Make Biggest Leaps in 'Tech-readiness'

A World Economic Forum report found Arab states made the greatest improvements in technology readiness last year — an important precursor to business development. The annual Global Information Technology Report compares 127 nations to determine which countries are "best positioned to compete in the information-intensive twenty-first century economy."

Clearly, different regions
Clearly, different regions are benefiting more then others from this “ICT revolution.” Sub-Saharan Africa has not benefited while China is developing tremendously. From the article I get the idea that ICT is implementing the same “steps” or strategies in the same way to each country. It this true? And if so, why? One would think that different tactics are needed in, for example Eritrea then in China.
